Almond Blossom Apartments

Almond Blossom Apartments is an affordable housing family community located in the city of Ripon close to shopping, restaurants, schools, and Hopper transportation. On-site laundry facility and playground for children are available. Please contact site manager for more information.

Anchor Village Apartments

Eligibility:

  • Preference is given to veterans at risk of homelessness and individuals living with mental illness

Anchor Village Apartments provide supportive affordable housing to low-income families and individuals, with preference given to veterans at risk of homelessness and individuals living with mental illness. This apartment complex consists of 51 total one- and two-bedroom apartment homes with approximately 8,000 square feet of ground floor community servicing space. To address the unique needs of this population, the project will include an on-site property manager and supportive services. Anchor Village is located near several amenities and the Downtown Transit Center and was designed with LEED Silver standards.

Astoria Senior Living & Memory Care

Astoria Senior Living and Memory Care is an assisted living and memory care facility that offers educational seminars and support for seniors. Assisted living services include:

  • 24-hour security & professional staff.
  • Care provided by experienced staff—including caregivers, CNAs and med-techs with oversight by our Director of Nursing.
  • Complimentary wellness checks.
  • Health consultations & help with appointments.
  • Three nutritious, home-cooked meals with menu options every day.
  • Housekeeping & laundry services.
  • Utilities paid & maintenance service.
  • Emergency call system (if requested).
  • Cable TV and wireless internet.

For those who need more than basic health care, additional services are available for help with medication, bathing, dressing, diabetic care and much more. Specialized memory care is available at all locations. Memory care residents enjoy the same amenities and services as those in assisted living, but also benefit from a more secure environment, as well as their own activity areas.

All Astoria communities have the ability to provide short-term respite care (as space and availability allows). A respite stay ranges from a few days to weeks or even a few months.

Bethel Gardens

Bethel Gardens has been designated as a low-income housing complex for low-income seniors in the Lodi area. The complex offers one-bedroom apartments only.

Cal Weber 40

Eligibility:

Residents must earn between 30 to 60 percent of the Area Median Income as defined by Department of Housing and Development. Please call for more information.

Cal Weber 40 is an affordable family housing property located at the intersection of North California Street and East Weber Avenue in Stockton, California.

Cal Weber 40 apartments consist of 40 units; 28 apartments with two bedrooms and one bathroom, and 12 apartments with three bedrooms and two bathrooms. The modern apartment complex boasts solar-powered units, a computer lab and a private playground. This property has designated parking, common areas, private balconies and an impressive twelve foot ceiling height for third story units.

The ground level has remained commercial with the exception of four units located at the north and south entrances in the Cal Weber building residential lobby. The location embraces pedestrian access to the nearby restaurant and entertainment district with parks and the waterfront within a five-minute walking distance.

California Conservation Corps (CCC) (Delta Center)

Eligibility:
  • Applicants must be between the ages of 18 and 25 years old and a California resident
  • Applicants must be able to pass fingerprint and background checks, physical exams, and drug tests, be willing and able to work outdoors in all types of weather conditions
  • Applicants must be able to respond to emergencies
  • Applicants must be able to be away from home or an assigned center for two weeks or longer
  • Applicants must be willing and able to participate in the CCC education program
  • The age limit is 29 years of age for veterans

California Conservation Corps (CCC) offers young adults (ages 18 to 25) paid work experience and the opportunity to protect and enhance Californias natural resources and communities. During their year of service, Corpsmembers receive a monthly stipend. Environmental projects are worked on to respond to state and federal disasters. The CCC offers a wide range of job training including firefighting, flood response, trail building, and culinary, among others.

Applicants have an opportunity to earn a high school diploma through the on-site John Muir Charter School. Corpsmembers are paid once a month and are also eligible for academic scholarships.

The CCC offers housing placement. There are nine residential facilities located throughout the State of California to which Corpsmembers can be assigned. Corpsmembers can also choose to work at one of 11 non-residential facilities throughout the state. Please visit ccc.ca.gov for more information.

California Department of Veterans Affairs (CalVet Home Loan)

Eligibility:

California MENTOR

Eligibility:
  • Valley Mountain Regional Center clients who are 18 years or older.
  • Those who wish to live somewhere other than with family or a board and care facility.

California Mentor provides homes for adults with intellectual and developmental disabilities who are 18 years and older.

Currently, only one to two clients are accepted per home. Case management services are provided. Bi-weekly home visits with the program coordinators are made.

Casa Manana Inn is a 62+ senior project conveniently located near a beautiful park with a senior center, public transportation, shops and medical offices. Casa Manana offers 16 studio apartment units of very affordable housing for independent senior citizens with a myriad of activities which include on site laundry facilities, a small general store, a library, bingo, monthly birthday celebrations, and weekly delivery of free commodities and fresh vegetables and fruit. Americans with Disability Acts (ADA) ramps and an elevator provide accessibility. Large community room for events, lounge areas on each floor, community patio and off street parking. Security cameras and key-card entry provide a safe environment for residents.

Central Valley Low Income Housing Corporation (Permanent Supportive Housing)

Eligibility:

Must be "chronically homeless" as defined by the U.S. Department of Housing and Urban Development (literally homeless, permanently disabled (mental or physical), homeless for at least one year in the past three years, capable of independent living).

Eligibility requires evidence of residency in San Joaquin County. Enrollment is also dependent on an assessment of need and other requirements as required by federal regulations set forth in the HEARTH Act.

Permanent Supportive Housing is primarily directed to serving the needs of households consisting of an adult homeless person with a permanent disabling condition but also serves homeless households where the head of household is disabled. The program provides rent support and strongly encourages that qualifying participants receive ongoing support services from either the referring agency or a social service agency. Additionally, a self-sufficiency plan is developed with specific goals to assist members of the household toward self-sufficiency. Households must be able to provide for basic living needs in addition to rent.

Central Valley Low Income Housing Corporation (Rapid Re-Housing)

Eligibility:

Eligible households must be residents of San Joaquin County and homeless to qualify, as well as other program eligibility requirements.

Fees: None

Rapid Re-Housing is a federally funded temporary rental assistance program (normally not exceeding twelve months) for qualified homeless families that are living in a shelter, living on the streets, or receiving one-time homeless assistance from the Human Services Agency. Families can receive rent and deposit assistance, according to documented need of the household; continuing eligibility is reviewed at least every three months. The head of household must also participate in a plan toward self-sufficiency (education, training or employment).

If you are a family with minor children living in a homeless shelter, in your car, or in another place not meant for human habitation, rent and deposit support may be provided to help you enter permanent housing. Extremely short-term rent and deposit support may also be provided if you are a household without children.

Central Valley Low Income Housing Corporation (Homelessness Prevention)

Homelessness Prevention provides short-term, one-time rental and/or deposit assistance to qualifying households that meet all federal and local eligibility requirements. All households must undergo an application and review process through Central Valley Low-Income Housing Corp. Households that believe they meet eligibility requirements should contact Central Valley Low Income Housing for full details.

Homeless Prevention Program: Households must have documentation that they are imminently at risk of becoming homeless as defined by the U.S. Housing and Urban Development Department under the HEARTH Act. Household income must be less than 30% of the areas median income based on household size.

Emergency Solutions Grants (ESG) Rapid Re-Housing Program: Households must meet the definition of homelessness under Category one or Category four as defined by the U.S. Housing and Urban Development Department. Households may be single adults or families with children.

Households must be able to demonstrate the capability of being self-sufficient following assistance. Assistance is usually limited to less than three months. Households must be residents of San Joaquin County. Units assisted must meet FMR limits.

Chesapeake Bay Apartments

Eligibility:

Rent and a maximum income ceiling set by the state and adjusted yearly. These amounts are based on family size. Basic requirements are listed below:

  • Good standing credit
  • One year of work history with a minimum of three months of current consecutive paycheck stubs
  • Two years of rental history
  • Earn a minimum of two times the amount of rent
Fees: Processing fee per adult $25 (anyone over the age of 18).

Chesapeake Bay Apartments offers both regular market and affordable housing apartments to lower-income families that meet state requirements. A waitlist of 100 names is maintained and families are called in order. The waitlist is currently closed.

Childrens Home of Stockton

Eligibility:

Short-Term Residential Therapeutic Program (STRTP) referrals are only accepted through Juvenile Probation and Social Service Departments.

Catalyst referrals are accepted from community partners/organizations and self-referrals from Transition Age Youth (TAY) experiencing or at risk of homelessness.

Children’s Home of Stockton (CHS) provides a home away from home for youth who need it most, as its mission is to give at-risk youth an opportunity for a productive life through treatment and education in a safe, nurturing environment. The goal is to offer needed support so every youth has the chance to be successful and thrive as a productive member of the community

CHS operates two programs: a licensed 16-bed Short-Term Residential Therapeutic Program (STRTP) for foster youth twelve to eighteen years old and Catalyst, and an 18-bed housing and homeless prevention program for unsheltered and at-risk youth 18 to 24 years old.

City of Stockton Economic Development Department

City of Stockton Economic Development Department provides the following assistance to qualified low and moderate income City of Stockton residents:

The Housing Division administers programs that create housing opportunities for residents of Stockton through down payment assistance, emergency repairs, and neighborhood improvements.

Available Housing Programs:

  • Down Payment Assistance Program - designed to assist families with purchasing their first home. The City of Stockton works directly with the lender. Persons interested in the program should contact their lenders immediately to make sure they qualify.
  • Emergency Repair Program - designed to provide one-time emergency repair assistance to low-income property owners. Properties that have one owner over the age of 65 or with special needs may be eligible for a grant.
  • Housing Reconstruct Loan Program - provides money to low-income families to rebuild a house on the existing site only when repair costs are too high or cost more than new construction. Some restrictions apply. The Housing Reconstruct Loan Program is considered when the house does not qualify for the Housing Rehabilitation Program.
  • Housing Rehabilitation Program - designed to provide financial assistance to low-income homeowners in making substantial interior and exterior repairs to bring the property to California and local building code standards, as amended and adopted. Eligibility of participants is limited to owner-occupied, single-family homes or two units on a lot with one of the units occupied by the eligible owner. The property must be located within the city limits of Stockton.
  • Neighborhood Improvement Loan Program - designed for low-income homeowners residing in target areas, action team areas, and safe neighborhoods. Its purpose is to help homeowners make repairs due to City code violations and to assist qualified homeowners who wish to make repairs to their home but who do not qualify for the Citys regular Housing Rehabilitation Program. Funds can be used primarily for exterior improvements such as roof, painting, fencing and landscaping, along with water heater, plumbing, electrical, and sewer.

    Coalition of Tracy Citizens to Assist the Homeless (Emerson and Rochester Houses)

    Fees: Subsided fees: $600 a month for the transition program and $700 a month for the permanent housing program.

    Coalition of Tracy Citizens to Assist the Homeless (CTCAH) is a small non-profit organization who serves the homeless population. It’s primary focus at this time is operating Emerson House (a transition place for homeless men) and Rochester House (a “supportive living” facility for previously homeless disabled and/or senior men who have been through the Emerson House Program and continue to need help so as not to end up homeless again).

    Each man who comes to live at Emerson House is required to participate in the Emerson House Program and utilize their resources to prepare to live independently – to leave Emerson House when they have secured sufficient income to afford a place of their own.

    Community of All Nations

    Community of All Nations is a family low-income apartment complex subsidized by the federal governments Department of Housing and Urban Development and a Visionary Home Builders community.

    Corbin House Sober Living for Women

    Eligibility:

    To be considered, you must have 30 days minimum drug and alcohol free. Must follow all house rules. Sobriety must remain the first priority in order to remain in the house. You must consent to random drug and alcohol tests at any time.

    Fees: 535.00 per month

    Corbin House Sober Living for Women is a women-only sober living home. This addiction treatment center provides the basic accommodations such as a bed, bed linens, personal item storage, secure medicine storage, towels, typical household furniture, toilet paper, and more. There are a maximum of 5 women allowed in the House, and are required to physically attend at least four AA, NA or Celebrate Recovery meeting every week.

    Those who wish to participate have to work. If you do not currently have employment, then you must obtain employment. If, for some reason, you are unable to work, then you must either be going to school or you must volunteer in one or more Community Organizations.

    Delta Plaza Apartments

    Delta Plaza Apartments, a housing project of Visionary Home Builders of California, is available to low-income senior citizens from San Joaquin County.     Escalon Heritage House

    Eligibility:

    Residents must be 62 years old or older and meet income guidelines as set by the U.S. Department of Housing and Urban Development. Housing is available for those with mobility impairments or disabilities.

    Fees: Subsidized monthly rent: 30% of gross monthly income

    Escalon Heritage House provides low-income, subsidized housing for senior citizens in the Escalon area. Housing offers studio apartments as well as one bedroom apartments. Please call apartment manager for specific information about waiting list, time frame and application completion.

    Family Link

    Eligibility:

    Families visiting people with AIDS or other life-threatening illnesses or trauma. Guests must be temporary visitors from outside the Bay Area.

    Fees: Suggested donation: $30 per night, per room

    Family Link is a guest house that serves families that come to San Francisco from around the world to visit and care for loved ones with a life threatening illness or traumatic injury.

    Family Link provides:

    • Clean, safe accommodations (six private rooms, two twin beds per room)
    • Support in a home-like environment
    • Referrals to community resources
    • A central Castro District location
    • Opportunity to meet other visiting families

    Plan to arrive before 8:00 p.m. in the evening when first arriving. Advance registration is required.

    Family Promise of San Joaquin County

    Eligibility:

    Families who are experiencing homelessness and have a child under 18 years old.

    Fees: None

    Family Promise of San Joaquin County offers up to a 90-day stay at their shelter to families with children experiencing homelessness in San Joaquin County. A rotational mode is used which means that every week their families will stay at a new congregation host site in San Joaquin County.

    Families must be vaccinated or comfortable taking a COVID test every Saturday while in the program. Drug and alcohol tests are administered, as well as background checks.

    The day center is open from 9:00 a.m. to 5:00 p.m., 7 days a week. At the day center, families can have access to bathing and laundry facilities. Families also have access to a quiet room, playroom, family room, and computers. Case management is offered to help support families in achieving goals, securing housing, and connection to resources in the community. Parenting, Financial Literacy, and Good Tenancy classes are also provided.

    Filipino Center Plaza (Filipino Center Plaza Computer Learning Center)

    Filipino Plaza is a low-income, multi-family HUD 236 apartment community located in downtown Stockton. Please call apartment manager for specific information about waiting list, time frame and application completion procedures. The monthly rent is based on 30% of the income.

    Filipino Plaza residents are also able to take advantage of the Neighborhood Networks Computer Learning Center which provides after school computer tutoring and a homework club to residents.

    Associated Filipino Organizations is also located within Filipino Plaza and offers computer based learning, an after-school program, faith based programs, ESL, citizenship training, and more.

    Granite Ridge Apartments

    Eligibility:

    Low-income households.

    Fees: $30 screening fee upon processing for an apartment. No fee to be placed on the waitlist.

    Granite Ridge Apartments offers one and two bedroom apartment homes in Stockton. Each apartment has a dishwasher, an air conditioner and dual kitchen sink.     Grant Village Townhomes

    Housing Authority of the County of San Joaquin provides for affordable, attractive, safe living environments with the goal of assisting low-to-moderate income residents in becoming self-sufficient, including the elderly and disabled.     Indigenous Peoples Adjustment Program, Inc. (Indigenous Community Housing and Services)

    Indigenous Peoples Adjustment Program (IPAP) is a charitable organization in Stockton that provides housing and services to Indigenous communities. IPAPs goal is to improve the quality of living in the community in a more positive way by honoring traditional ways, educational achievement and honoring career achievement to improve family betterment.

    IPAP offers housing referrals, job resources, substance abuse programs for entry, detox centers, sacred ceremonies (sweat lodge, round house, etc.), and the use of Red Road Recovery and the Twelve-step programs (AA or NA).

    Inglewood Gardens is a low-income apartment complex for qualifying families and seniors interested in a studio, one, or two bedroom apartment. This is a project-based Section 8 housing property.     Serves low-income tenants and landlords with mediation in regard to housing issues, as well as education and investigation in fair housing issues; to eliminate discrimination in San Joaquin County.

    San Joaquin Fair Housing Association ensures equal opportunity in housing, rental, sale or financing without regard to race, creed, religion, sex, national origin, ancestry, marital status, physical handicap or any arbitrary basis. This is done by providing educational services to tenants and landlords on their rights and responsibilities, providing counseling and referral services, mediating in landlord-tenant disputes and providing outreach and information to low and moderate income residents on housing assistance programs available to them.     Service First of Northern California (SFNC) is a 501(c)(3) Non-profit Public Benefit Corporation that serves as an umbrella organization and operates ten community based programs. The "Service" focuses on the neediest individuals in the community. Supportive services are provided to individuals that are developmentally disabled, mentally ill, physically disabled, homeless Veterans, Social Security beneficiaries, and those struggling with addiction.

    Services offered:

    • Representative Payee Services in Modesto and Stockton
    • Supportive Living Services for developmentally disabled consumers. Services are designed according to each consumer’s individual need and offered in Modesto and Stockton.
    • The Ticket to Work Program is a voluntary program offered in Modesto and Stockton that allows Social Security beneficiaries to accept employment with the guarantee of maintaining medical services.
    • Aquatic Therapy and Wellness Program is to help patients/clients with disabilities, injuries and/or illnesses to decrease pain and increase activities of daily living.
    • “Options” Learning Center is an Adult Day Program serving VMRC consumers, is designed to improve the lives of the developmentally disabled.
    • The Outpatient Drug Treatment Program is a State Medi-Cal certified program. In addition to treatment services, SFNC has a Parole/Probation Re-Entry Program and a DUI Program. Two locations are available.
    • Service First Transportation Services is comprised of a fleet of three modified vans, all with wheelchair lifts, to accommodate wheelchair-bound passengers.
    • SFNC’s Winslow Village Apartments, a 40-unit complex, is an affordable housing tax credit project. It is a designated complex for disabled adults, living independently, with support services.
    • SFNC provides support services at Mayfair Apartments, a 43-unit complex, and Madison Arches Apartments, a 23-unit complex.
    • SFNC participates in the Neighborhood Stabilization Program, a HUD project. Non-profit agencies purchase foreclosures, rehabilitate and re-sell the homes to income-eligible families.

    Stocktonians Taking Action to Neutralize Drugs (STAND) is a grassroots organization dedicated to the elimination of drug abuse in our community through outreach efforts and community program referrals. Neighborhood clean up for senior citizens and holiday youth activities are also available. STAND reaches out to help other groups wishing to stop drug abuse in their communities.


    Stone Pine Meadow Apartments (Tax Credit)

    U.S. Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) program is a joint effort between HUD and VA to move Veterans and their families out of homelessness and into permanent housing. HUD provides housing assistance through its Housing Choice Voucher Program (Section 8) that allows homeless Veterans to rent privately owned housing. It provides permanent housing for eligible homeless Veterans who are single or eligible homeless Veterans with families. Case management, supportive services, treatment for mental health and or/substance use disorders is offered through its health care system across the 50 states, the District of Columbia, Puerto Rico and Guam.
