San Joaquin County Child Abuse Prevention Councils (CAPC) mission is to protect children and strengthen families through awareness and outcome-driven programs delivered with compassion. CAPC is an agency dedicated to preventing child abuse, ensuring safety, and providing education and treatment for abused and at-risk children and abusive and at-risk parents.

The Child Abuse Prevention Council endeavors to achieve our goal of protecting children and strengthening families by employing four primary strategies:

  • Early Education services
  • Family Strengthening services
  • Clinical Services
  • Community Awareness and Education

Notably, CAPC offers a uniquely broad range of comprehensive services to meet the complex needs of families, resulting in superior wrap-around services. All CAPC staff are trained to identify each familys unique needs and ensure that the necessary case management & supportive services are identified and provided to them. Families who begin their journey through any of those case management services are also quickly linked to our early education program, to ensure their children can participate in an early education environment that provides consistency, nurturing relationships, and quality learning experiences, necessary to build resilience in the face of their family’s current challenges.

CAPC’s state-subsidized and Head Start programs create equitable opportunities for all children to experience high-quality, nurturing, and safe environments that ensure children’s safety, reduces the achievement gap, and promotes necessary brain development for successful learning throughout the child’s lifetime.

Early Education offers the following services:

  • Preschool/Children Achieving Maximum Potential (CAMP): Offering both state-subsidized and Head Start programs, the CAPC provides early education services in licensed facilities to more than 1000, 3 to 5 year-olds throughout San Joaquin County, including six unique sites in Stockton. Programs include both part-day and full-day options for families based on their needs, family size, and income. Priority is given to families with children at risk of abuse, neglect, exploitation, or who are homeless.
  • Infant & Toddler Care: Provided at four licensed facilities located throughout San Joaquin County, serving children 0 to 2 years old. The curriculum focuses on healthy attachment development through intentional and responsive care and is designed to focus on routines and experiences – allowing the unique demands of each individual child to be successfully met.
  • Home-Based Child Development Programs: This program offers in-home education services to 51 families with children between the ages of 0 to 3 and uses the Parents as Teachers (PAT) curriculum to support parents in becoming their child’s first teacher through weekly home visits that promote learning and healthy attachment, as well as a variety of planned group socializations.
  • Behavior Modification Services: Child Development Consultants provide behavioral support services to at-risk children ages 0 to 5 years old and their families, resulting in improved behaviors, parenting techniques and decreased need for intervention. These staff also offer Kindermusik classes for parents and children to enjoy together, focusing on healthy attachment and brain development through shared music experiences.
  • Crisis/Respite Care: No-cost crisis care and respite care for children birth through 12 years old. Respite Care program is the only one of its kind in San Joaquin County and funding for these services is very limited. This program provides quality care for children of families (regardless of income) who are not eligible for subsidized childcare, but are either required to participate in a treatment, care plan, or parent education class or are facing an immediate short-term emergency and have no other resource to turn to for childcare. CAPC also has a dedicated childcare space at the Family Justice Center and services are also provided at the San Joaquin County Courthouse for families engaging in official court business or accessing the self-help center.

Stribley Community Center provides youth with an array of organized activities like indoor soccer, art contests, teen concerts, arts and crafts, basketball, dances and many others. There is also a Teen Advisory Board, a weight room and the After School Express Program.

Senior program available for adults ages 50 and over. Programs offered include painting, crafts, bingo and cards. Seniors are provided with hot lunches daily from 11:00 a.m. to 12:00 p.m. for those 60 and older. Cost for lunch is a $2 donation for seniors and $6 for non-seniors.

Community Action Partnership of Kern (CAPK San Joaquin Early Head Start )

CAPK Early Head Start offers childcare and operates seven centers in Stockton, Lathrop, and Lodi. Children six weeks of age to 3 years old are served. CAPK provides full day year round services. Children enrolled in CAPK receive high quality, age-appropriate learning from qualified and responsive teaching staff in a safe and stimulating environment.

Community Action Partnership Of San Luis Obispo in San Joaquin County (Adelita Montessori Migrant Child Development Center)

Community Action Partnership of San Luis Obispo in San Joaquin County provides early learning and childcare programs for children, birth to 5 years old, in 63 centers and 160 family child care homes across ten counties in southern and central California.

The mission is to provide children and families who are income eligible in their service area with a comprehensive program to meet their emotional, social, health, and nutritional needs. Staff members offer children and families love, acceptance, understanding, and the opportunity to learn and to experience success. Through community participation, staff development, and family involvement, our goal is to assist in providing opportunities now and for future generations.

Programs include:

  • Child Care Resource Connection - Child Care Resource Connection (CCRC) assists in coordinating and helping generate accessible quality, affordable child care services in San Luis Obispo County and other counties through the following initiatives for families and child care providers.
  • Head Start and Early Head Start - Head Start promotes school readiness to children ages birth to five from low-income families by enhancing their cognitive, social, and emotional development. Early Head Start provides early, continuous, intensive, and comprehensive child development and family support services to low-income infants and toddlers and their families, and pregnant women and their families.
  • Migrant and Seasonal Head Start - Migrant and Seasonal Head Start is designed to meet the unique needs of farm workers. To qualify, families must have migrated to work in agriculture or be employed in seasonal agricultural work.
  • State Child Development Programs - State Child Development provides children and families who are income eligible with a comprehensive program to meet their emotional, social, health, developmental and nutritional needs.

Council for Quality Education and Care of Children (CQECC)

Council for Quality Education and Care of Children (CQECC) is to develop a comprehensive plan that promotes the development of quality child care in San Joaquin County through community education, collaboration, and advocacy.

It is the vision of CQECC to ensure:

  • High quality child care is affordable and accessible to children of all ages.
  • Parents have the information and skills needed to make sound choices and decisions about their childs education and care while they work or attend school.
  • Community members work together to accomplish and maintain our vision for quality care and education for children.

At the Council for Quality Education and Care of Children, members have an opportunity to:

  • Connect and network with individuals like themselves
  • Fulfill and accomplish goals for children and families and providers of Early Childhood Education
  • Advocate for families and providers in the outlying areas of San Joaquin County
  • Avail themselves to abundant resources for staff development

The CQECC is expected to act as a forum to address the child care needs of all families in the community as well as all child care programs. Local planning councils are required to work with a wide spectrum of local community members in addition to those connected with the welfare system in order to build a holistic, comprehensive child care system for all families. Participants may include, but not be limited to, representatives from:

The council meets the first Wednesday of each month at 8:30 a.m. (except July). All meetings are open to the public.

Creative Child Care, Inc.

Creative Child Care, Inc. (CCCI) operates childcare and learning centers in Stockton, Manteca, Lathrop, Tracy and Banta. Each center offers low child to adult ratios and an active learning environment enhanced through Learning Centers. Classroom "Learning Centers" include age and developmentally appropriate activities strategically created to challenge and stimulate growth in each child at his/her particular level. Creative Child Care, Inc. provides year-round before and after school programs and serves children when school is not in session. This program is offered at Team Charter School, 600 East Market Street in Stockton (209) 462-2282.

CCCI is very proud to offer subsidized child care and development services within their quality Family Child Care Network (FCCN) of providers.

Expanded services and enrichment programs are also offered to the children and families as a result of community partnerships. Some of these include:

  • Enhanced social services to Early/Head Start eligible families enrolled in full-day classrooms
  • Part-day infant/toddler early care and education services to parenting teens attending classes as part of Stockton Unified School District’s Cal-Safe Program at the Stockton School for Adults

El Concilio California (Early Childhood Development)

El Concilio Preschool operates seven sites serving children from 12 weeks of age to 5 years. Escalon Childrens Services (ECS)

Escalon Children’s Services (ECS) operates year-round. ECS is a privately owned before and after school program. ECS operates their business on site at Dent Elementary School, for students who are in TK through 7th grade attending the Escalon Unified School District, or surrounding locations. For surrounding areas, parents are to provide own transportation. The program is also open during school holidays and during the summer.

Family Resource Center (Subsidized Child Care Program)

Family Resource Center provides enrollment for the Early Head Start Program. Early Head Start Child Care Partnership provides early education and support for children up to the age of three and their families. The program focused on areas of education and early childhood development, medical, dental, mental health, nutrition, and parent involvement. Children are cared for by licensed childcare providers. Program is offered at twenty-two sites throughout San Joaquin County.

Program is in partnership with Stanislaus County Office of Education.

Family Resource Center (First 5 Programs)

Eligibility:

Families with children from birth to 5 years old, residing in San Joaquin County. For Oral Health program, SJ TEETH provides services to children from birth to 20 years old.

First 5 Programs provide early childhood development programs, school readiness, and referrals based on the childs needs.

Services include:

  • Developmental screening and appropriate referrals and follow-up
  • Home visitation services for school readiness to families
  • Training/coaching for IMPACT licensed child care providers

Family Resource Center (Home Visitation Initiative)

Home Visitation Initiative provides home visitation services for school readiness to families with children from birth to 5 years old. Includes following the Parents As Teachers (PAT) curriculum, enrolling families in the Raising a Reader family literacy program, administering child developmental screenings, and health insurance screenings. Services provided by Parent Educators.

Family Resource Center (Joan Richards Learning Village (JRLV))

Family Resource Center (Raising Quality! IMPACT Family, Friend, and Neighbor Initiative (FFN))

Grandparents that are caregivers for their grandchildren from birth to 5 years old and are providing care at least ten hours per week.

Raising Quality! IMPACT Family, Friend, and Neighbor Initiative (FFN) is a home visitation program that support grandparents to improve the quality of childcare and to enhance the relationships with their grandchildren. Provides Raising a Reader family literacy program and child developmental screenings. Services provided by Child Care Program Coaches.

Resource & Referral Program provides free workshops and trainings, a lending library, activity curriculum kits, community resources, and various other services to parents and providers. The program also provides childcare lists to licensed childcare providers for parents throughout San Joaquin County.

Franchise Tax Board (FTB) (Young Child Tax Credit (YCTC))

Eligibility:

The Young Child Tax Credit (YCTC) provides a credit up $1,083 per tax return for Californians who qualify for CalEITC and have a child under 6 years old. New for tax year 2022 forward, you may qualify for YCTC with total earned income of zero dollars or less provided you qualify. The amount of California Earned Income Tax Credit (CalEITC) you may receive depends on your income and family size.

To qualify for CalEITC you must meet all of the following requirements during the tax year:

Married/registered domestic partner (RDP) filing separately filers must meet all of the following requirements:

  • Had a qualifying child who lived with you for more than half of the tax year, and:
    • You lived apart from your spouse/RDP for the last 6 months of the tax year, or
    • You are legally separated by state law under a written separation agreement or a decree of separate maintenance and you did not live in the same household as your spouse/RDP at the end of the tax year

Lodi Parks, Recreation and Cultural Services (After School Programs and Camps)

Eligibility:

For the Fee Based full-time After School Program (FT ASP), a five-day commitment is required. For the part-time After School Program, one to three days per week is required. Transportation is now being offered.

City of Lodi Parks and Recreation Department offers a wide variety of sports, recreation and activities. Each department publishes a calendar of events and offers a summer program.

Teen activities include flag football, basketball, late night basketball, summer swim league, Lodi Babe Ruth baseball/softball, youth tackle football and cheer, youth competitive soccer and American Legion baseball. Youth volunteer time is utilized, hiring teens as game officials and for other recreation and maintenance positions in the parks. The goal is to prevent juvenile crime by increasing community involvement, self-esteem and job skills.

The After School Playground Program is offered to children in grades TK and K-6, Monday through Friday from 2:00 p.m. to 6:00 p.m. and minimum days from 12:00 p.m. to 6:00 p.m. TK ASP is offered before the 2:00 p.m. ASP start time at any of the ASP site at Hutchins Street Square. After school staff organizes and facilitates activities throughout the week. ASPs new site is Holz Room at Hutchins Street Square. Fees: $60 registration fee/ $325 per month, per child, but there is $2 per minute charge for late pick ups from ASP site. Transportation is now being offered to our new site at the Square. Punch Pass Parents must commit to having their child attend the ASP program at least 3 days in a row per week for them to receive transportation if they are in the Punch Pass Program. There is also Part Time availability at each site through their Fee Based Punch Pass Program. If the Punch Passes are not 3 days in a row, parents must drop off. Lodi Unified School District (School Readiness and Preschool)

Family must reside in identified Lodi Unified School District attendance areas. California State Preschool Programs (CSSP) and Head Start eligibility is based on income and family size.

The State Preschool Program is offered three hours a day. The Head Start Program offers the option of a three-and-one-half-hour day or a six-hour day. These district operated preschools are offered five days a week and follow the Modified Traditional school calendar.

There is a strong focus on family and parental involvement. There is also a home visiting component in both programs. Preschool is offered on 14 Lodi Unified School District school campuses. All classrooms are licensed by the Department of Social Services.

Manteca Recreation and Community Services

Manteca Recreation and Community Services Department offers a wide variety of sports, recreation activities, and before and after school programs. For teens, there is a Youth Advisory Commission, Teen Summit, dances, volunteer opportunities, enrichment activities and other teen projects. Each department publishes a calendar of events and offers a summer program. Information on events and programs is available upon request or by accessing the website. Sport schedules and results are also available on their website.

Scholarships are available to eligible families who meet the income guidelines. Once approved, children 18 years of age and under will receive $300 in scholarship funds toward registration fees. The parent/guardian is then responsible for the remainder, if any, of the registration fee. Applications are available at the Recreation and Community Services Department office.

Manteca Unified School District (Early Childhood Education/School Readiness)

School Readiness is a collaborative effort among Manteca Unified School District, Creative Child Care, Inc., Kids Academy, and Creative Growth Preschool, which provides preschool programs at various sites in the Manteca, Lathrop, French Camp and Weston Ranch areas. Preschool participants will also be provided with parent workshops and the “Raising a Reader” family literacy program.

In addition, families from the Sequoia, Lincoln, Great Valley, Komure and Lathrop schools will be eligible to participate in literacy-focused playgroups or English Language parent courses at the surrounding libraries and community buildings. Two-week kindergarten bridge programs will also be offered at these participating sites.

Safety Council

Eligibility:

Courses require the ability to read, write and understand spoken English in order to understand course content and instructor directions while on heavy equipment, and to pass written competency exams.

Safety Council offers private training for businesses and open-enrollment community courses that are open to the public. Safety Council offers the following training programs:

  • Connection to Mature Driver Safety (Online) for senior driver insurance discounts
  • DUI Programs
  • Forklift Operational Training provides the training card required by many employers to apply for warehouse and other job positions. The training meets OSHA requirements for basic training on a sit-down forklift and includes two hours of classroom training/two hours of hands-on training on a forklift
  • CPR/AED including adult, infant, and child CPR/AED - specialized programs for child care providers and healthcare professionals
  • First Aid including basic and pediatric. The councils pediatric first aid course is approved for child care providers and school bus drivers
  • Online Driver Safety Training for adult and juvenile traffic violators
  • Consulting Services for Workplace Safety including various occupational health, safety & regulatory trainings for supervisors and employees

San Joaquin County Department of Aging and Community Services (Boggs Tract Community Center)

Boggs Tract Community Center is committed to providing community members with information and access to a variety of agencies that provide services in the areas of human services, employment, health, nutrition, housing assistance and education services.

Boggs Tract Community Center offers a wide range of services:

  • Government Commodity Program: Food is distributed on the third Thursday of the month.
  • Emergency Food Program & Donated Food: Emergency food is given to qualifying individuals. Registration is on Wednesdays from 9:30 a.m. to 10:30 a.m. and pick-up is on the following Friday 8:30 a.m. to 12:00 p.m.

San Joaquin County Department of Aging and Community Services (Lodi Community Service Center)

Lodi Community Service Center provides families with emergency food on Tuesdays and Fridays at 11:00 a.m. to 1:00 p.m., serving up to thirty families. To qualify, families must be low-income residents living in San Joaquin County (Lodi, Galt, Thornton, Clements, Victor and Woodbridge). For emergency food, clients must bring the following documentation: photo identification and proof of address, such as a PG&E, telephone bill or rent receipt. Identification is needed for each family member. The Service Center also provides the following programs:

  • Brown Bag for seniors ages 60 and older, is held on the second and fourth Wednesday, 10:30 a.m. to 12:00 p.m.
  • Catholic Charities offers prenatal, children and adult health insurance application assistance by appointment and assistance with other paperwork. Please call Patti at (209) 593-6113 to schedule an appointment
  • Commodities (food varies each month): third Thursday of each month 8:30 a.m. to 11:00 a.m. at the Community Center
  • Computer training, based on availability of staff
  • Food Stamp and Medi-Cal application assistance with eligibility worker. Please call to schedule an appointment
  • Assistance with HEAP and Weatherization applications
  • Maximus representative to assist families to select medical services.

San Joaquin County Office of Education (SJCOE) (Head Start San Joaquin)

SJCOE Head Start program, since its launch in 1965, has been supporting low-income children and families with a comprehensive array of services designed to prepare children for school. Over that time, the program has served more than 30 million children, including children and families of San Joaquin County.

The comprehensive services provided through Head Start and Early Head Start services include:

SJCOE one.Choice is committed to providing a nurturing and caring learning environment for young parents while completing their high school education. Students learn to make healthy living choices and learn successful parenting techniques. The academic component of the program is designed to enable students to continue or complete their education, secure gainful employment, and develop skills needed to provide a safe and caring environment for themselves and their children. Childcare is available to all children of teen parents and is funded through Head Start. The students spend a portion of their day involved in caregiving at the childcare center. Transportation is also provided for students who have their child enrolled in Head Start.

San Joaquin Delta College (Child Development Center)

San Joaquin Delta College Child Development Center is licensed for 144 children ages 18 months to 5 years of age. The Center provides quality early childhood education and childcare services. The center also serves as an optimal learning environment for early childhood education, nursing, and other disciplines of study. The Center is funded by the State Department of Education.

Full Day, State Preschool and Child Care Services are available to children of San Joaquin Delta College students, staff, faculty and the community that are income eligible for the State Department of Education funding. Eligibility is based on household income and family size and demonstrated need for the full day services. A monthly family fee for services may be charged based on the State Income Guidelines.

Returning families are given preferred, not guaranteed, enrollment. Once classrooms are filled, a waiting list is maintained to fill vacancies. When classroom vacancies occur, children are taken from the ranked waiting list to fill the openings.

Stockton Unified School District (Early Childhood Education/School Readiness Department)

Stockton Unified School District (SUSD) Early Childhood Education/School Readiness Department operates 46 state funded preschool classes and 36 Head Start classes. Stockton Unified uses Frog Street curriculum and offers a program where children can develop intellectually, socially, physically and emotionally in a nurturing setting.

The Raising a Reader Take Home Book program is offered in many classes. Stockton Unified offers many services to children and families enrolled in the preschool program.

Stockton-San Joaquin County Public Library (Training Wheels)

Training Wheels is an early literacy vehicle that travels to preschools and daycare centers throughout San Joaquin County. Each visit includes a special storytime where children ages 0-5 and their teachers and caregivers enjoy stories, songs and poetry. Winning Village, Inc.

Fees: Sliding scale. Family Resource and Referral Center is accepted for children ages 2 to 12 years.

Winning Village, Inc. is a charitable organization and resource program that helps motivate, empower, and encourage children and the community by equipping them with the necessary life skills, job coaching, housing assistance and education needed to be successful.
