CalWORKs Behavioral Wellness

Eligibility:
  • Must be current participant in the CalWORKs program
  • Must have case manager referral, keeping in mind this can be obtained after client contacts HSA

CalWORKS Behavioral Wellness is a program designed for CalWORKs participants only. It provides participants with mental health assessments, individual or group counseling, support group, anger management and conflict resolution, and substance abuse counseling. Behavioral Wellness was designed to assist participants with issues that serve as barriers to employment and/or training and self-sufficiency.

Central Valley Low Income Housing Corporation (Rapid Re-Housing)

Eligibility:

Eligible households must be residents of San Joaquin County and homeless to qualify, as well as other program eligibility requirements.

Fees: None

Rapid Re-Housing is a federally funded temporary rental assistance program (normally not exceeding twelve months) for qualified homeless families that are living in a shelter, living on the streets, or receiving one-time homeless assistance from the Human Services Agency. Families can receive rent and deposit assistance, according to documented need of the household; continuing eligibility is reviewed at least every three months. The head of household must also participate in a plan toward self-sufficiency (education, training or employment).

If you are a family with minor children living in a homeless shelter, in your car, or in another place not meant for human habitation, rent and deposit support may be provided to help you enter permanent housing. Extremely short-term rent and deposit support may also be provided if you are a household without children.

El Concilio California (CalWORKs Program)

Eligibility:

CalWORKs participants are assigned to El Concilio by San Joaquin County Human Services Agency/CalWORKs Employment Center. CalWORKs is a referred based program.

Specific eligibility requirements take into account an applicant’s citizenship, age, income, resources, and other factors. Generally, services are available to:

  • Families that have an age eligible child(ren) in the home or are pregnant and deprived due to one or both parents:
    • Absence
    • Unemployment
    • Physical or mental incapacity
    • Death

El Concilio California is one of the contracted case management agencies for the CalWORKs program. Located at three sites throughout San Joaquin County, El Concilio provides case management services to CalWORKs participants that include, but are not limited to, referrals to community agencies, supportive services such as child care, transportation, book vouchers, etc.

El Concilio California (FamilyWORKs (previously known as CalHEPP Program))

Eligibility:

Must be an active cash aid recipient.

Fees: None

FamilyWORKs (previously known as CalHEPP Program) is helping to build stronger families through virtual and in-person home visiting. Supports families by getting kids ready to succeed in school, providing helpful information and activities for you and your child to enjoy with items you may already have in your home, connecting parents with community resources and helping with online searching and applying for jobs.

Family Resource Center

Eligibility:

Residents of San Joaquin County.

Fees: Sliding scale for subsized child care

Family Resource Center is a non-profit organization that focus on quality childcare services for all parents, childcare providers, and children of San Joaquin County and the surrounding areas and providing child development and parenting education, nutrition classes, and health and safety training.

  • Information and training for individuals interested in becoming licensed family childcare providers
  • Workshops and trainings on a range of topics

Family Resource Center (CalWORKs Case Management)

Eligibility:

Must be a CalWORKs participant.

Fees: None

Family Resource Center, contracted by the San Joaquin County Human Services Agency, provides case management services to CalWORKs participants, including supportive services such as childcare, transportation and cost of books are offered to clients in order to participate in required activities. Clients are assisted in the process of becoming self-sufficient.

Family Resource Center (FamilyWORKs)

Eligibility:

CalWORKs recipients with children 3 years old or younger.

Fees: None

FamilyWORKs provides a home visitation program that matches families with trained professionals who conduct personal home visits. The program includes supporting the Raising a Reader family literacy program, child developmental screenings, and health insurance screenings. Services provided by Parent Coaches. Uses the Parent as Teacher (PAT) curriculum.

The program includes:

  • Preparation for child success in school
  • Parents support group meetings and community resources
  • Jobs searching tools
Participants may be eligible for up to $500 in financial support to help with meeting family goals.

Rite of Passage California Foster Families

Eligibility:

Rite of Passage California Foster Families is a private non-profit foster family agency licensed by the State of California to recruit, train and provide extensive services to foster/resource family homes. The goal is provide safe, ethical and loving homes for foster youth ages infant to 17 years. 24-hours per day, 7 days per week emergency support along with weekly home visits by a social worker with a masters degree are provided. In-home training for families is offered and reimbursement is given to all homes with children.

San Joaquin County Human Services Agency (Childrens and Adult Services)

Eligibility:

Programs are funded by the state and federal governments and eligibility is based upon their guidelines.

San Joaquin County Human Services Agency is the communitys provider of those services essential to the well-being of county residents. While all of the programs are locally administered, most are federally and/or state-funded. The mission is to lead in the creation and delivery of services that improve the quality of life for the community. Human Services Agency provides a variety of programs and services locally. These programs include:

  • Medi-Cal
  • Aging and Adult Services
  • Children’s Services

San Joaquin County Human Services Agency (CalWORKs Employment Services)

Eligibility:

Clients receiving CalWORKs Cash Aid

Fees: None

CalWORKs Employment Services is responsible for the administration and delivery of services to families receiving CalWORKs Cash Aid. These services include:

  • Payment of supportive services
  • Case management
  • Employment and training
  • Behavioral wellness
  • Substance abuse and domestic violence counseling and treatment
  • Job placement and retention assistance
  • Purchase of books
  • Uniforms, tools and clothing needed to obtain/retain employment
  • Transportation assistance

Diaper assistance and payment of child care is also provided.

San Joaquin County WorkNet (Job Readiness/Employment Works (EWORKS))

Eligibility:

Temporary Assistance to Needy Families (TANF) clients who are enrolled in the CalWORKs Program of the San Joaquin County Human Services Agency (HSA) can be referred to WorkNet Work Experience (WEx) or Community Service (CS) activities by their HSA Case Manager

San Joaquin County WorkNet provides the work experience and community service activities to clients referred through the CalWORKs Program of the Human Services Agency; in order to comply with the mandated program and explore job opportunities at WorkNets One Stop Centers.

Note: During the summer, WorkNet may also be contracted by Human Services Agency to run a Summer Youth Employment and Training Program. Outreach is conducted county-wide to promote this program to all TANF households.

San Joaquin Delta College (CalWORKs)

Eligibility:

Must be a student at San Joaquin Delta College and receiving TANF/cash aid assistance from the Human Services Agency (HSA).

Fees: None

San Joaquin Delta College CalWORKs program’s mission is to assist students in achieving their educational and career goals. Following is a description of the services they offer:

  • Intake: Students are assisted with admission applications and provide an overview of Delta College CalWORKs services.
  • Needs Assessment: Initial and ongoing resource referrals are provided. Students are given the most current edition of the CalWORKs Community Connections Resource Directory. Various workshops aimed at preparing students for the workforce are also offered.
  • Academic Advising: CalWORKs students receive priority registration. Advisors help plan semester schedules and enroll in classes. Class grids and book lists are provided as part of their collaboration with HSA. Information is provided regarding other components of their program.
  • CalWORKs Work Study: CalWORKs students may be eligible for paid work study positions on campus.
  • Employment Assistance: CalWORKs staff may also provide students with job preparation assistance.
  • Community Connections Resource Directory: The Directory is created for use by professionals who administer to the needs of children, young people, and adults in San Joaquin County, community college and higher education staff members who work with students facing barriers to academic achievement, and all others interested in the vast wealth of resources offered in San Joaquin County.

San Joaquin Delta College (CalWORKs Assessment)

Eligibility:

Must be a San Joaquin County CalWORKs participant and be referred by a CalWORKs case manager.

Fees: None

San Joaquin Delta College CalWORKs Assessment is contracted by the San Joaquin County Human Services Agency to conduct assessments of individuals receiving Temporary Assistance to Needy Families (TANF) and participating in the San Joaquin County CalWORKs Program. The assessments help determine an individuals career interests, skills, cognitive abilities and facilitate his or her career and job planning. CalWORKs Assessment also provides learning disability evaluations by referral.

Wellness WORKs! (Work Wellness: The Basics)

Eligibility:

San Joaquin County CalWORKs participants. Must be referred by a CalWORKs Employment and Training Specialist (case manager).

Fees: None

Wellness WORKs! is a center that provides wellness classes and activities to the San Joaquin County CalWORKs population. The Wellness WORKs! program teaches participants the tools needed to become a healthier and productive person in both the home and the workplace.

The One Week program may be used for CalWORKs participants that have been identified by their case managers as having the following barriers or needs:

  • Frequent employment losses (firing or quits)
  • Prerequisite for participants without a job history before they enter supervised job search through the County
  • Participants with secured employment but position will not start for one or more weeks
  • Participants in need of life skills training as identified by a career assessment counselor
  • Having difficulties making satisfactory progress or following through on assigned activities
  • Participants who are waiting to start vocational education, a job training program, or during education breaks

Work Wellness: The Basics is a One Week program which covers:

  • Success is a Choice
  • Dress for Success and Image Building
  • Temperaments in the Work Place
  • Health Issues that Interfere with Job Performance and Attendance
  • Physical Wellness
  • Healthy Eating for Better Job Performance
  • The Working Parent
  • Conflict Resolution in the Work Place
  • Managing Job Stress
  • Safety and Prevention of Personal and Workplace Violence

The Three Week program is recommended for participants with one or more serious barriers to successfully transitioning to the workforce. Examples of participants who may qualify for the extended curriculum are those recovering from drugs and alcohol, participants with serious health problems (mental, emotional, or physical), those in an abusive relationship or suffering from low self-esteem, and those with minimal life skills. The topics include:

  • Anger Management
  • Drugs and Alcohol in the Workplace (not currently offered on zoom)
  • Money Management

Wellness WORKs! also offers a One Day program that includes a two-year certification through EMS Safety Services in the following areas:

  • Basic CPR and First Aid
  • CPR/AED for Professional Rescuers
  • Child care CPR/First Aid
