To be eligible for CalWORKs and Employment Services in San Joaquin County, individuals must generally meet the following criteria:

  • Be a California resident living in San Joaquin County
  • Be part of a family with a minor child (or be pregnant)
  • Meet income and asset limits as established by the CalWORKs program
  • Participate in Welfare‑to‑Work activities unless the individual qualifies for an exemption (such as disability, caregiving responsibilities, or other approved circumstances)

Eligibility and participation requirements are determined by the San Joaquin County Human Services Agency, and services are tailored based on each participant’s household needs and situation.

CalWORKs Employment Services, commonly known as the Welfare-to-Work (WTW) program, is a mandatory program for most adult recipients of CalWORKs cash aid. The program is designed to help participants gain the skills, education, and work experience needed to achieve long-term self‑sufficiency.

Participants engage in employment, training, and education activities that are individually tailored to the individual's goals and circumstances. To support successful participation, eligible individuals may also receive Supportive Services.

Participants have access to a full range of Employment Services activities, including:

  • Vocational Education
  • GED or High School Diploma programs
  • Job Search and Job Readiness
  • Subsidized and Unsubsidized Employment
  • Work Experience
  • Community Service
  • Counseling
  • Mental Health Services
  • Substance Abuse Services
  • Domestic Violence Services

Both mandatory participants and exempt volunteers may receive Supportive Services to help participate in assigned activities. Available Supportive Services include:

  • Child Care: Up to 24 months of immediate and continuous child care may be provided upon approval of a CalWORKs application to support participation in work or education activities.
  • Transportation: Assistance such as mileage reimbursement, bus passes, or other necessary transportation to attend approved activities.
  • Ancillary Services: Financial assistance for required items such as books, school supplies, tools, fees, uniforms, work clothing, and other necessary materials related to participation.

Monday through Friday 8:00 a.m. to 5:00 p.m. Appointments are available.
