California Youth Crisis Line is a 24-hour crisis line, and 24-hour chat and text, for youth and their families to help young people receive the support and referrals needed to address critically important issues such as:

  • Homelessness
  • Running away
  • Parental or family violence
  • HIV/AIDS and other STDs
  • Depression, anger, self-harm, suicide
  • and other topics of importance

California Department of Motor Vehicles (DMV)

California Department of Motor Vehicles (DMV) vision is to be a recognized leader in public service. The mission is to provide quality licensing and motor vehicle-related services to the public.

The two primary functions offered are registering vehicles and licensing drivers. The following functions are provided:

  • Maintaining driving records (accidents and convictions) of licensed drivers
  • Issuing identification cards
  • Registering and recording ownership of vessels
  • Licensing and regulating driving and traffic violator schools and their instructors

California Poison Control System

California Poison Control System (CPCS) is the primary source of poison information and treatment advice for all California residents. Specially trained pharmacists, nurses, toxicologists, and health care providers quickly answer calls to 1-800-222-1222 and are available 24 hours a day, 7 days a week, 365 days a year.

All calls are free, confidential, and language interpreters are available in over 200 languages. Callers receive personalized treatment advice and/or a referral for medical care. Free health education materials can be ordered at www.calpoison.org.

California State Parks Division of Boating and Waterways (Life Jacket Loaner Program)

California Division of Boating and Waterways (DBW) has partnered with public and private entities to make life jackets available to the public on a loan basis. DBW has provided life jackets to these stations so that an individual or family can check out a life jacket for a day or a weekend by simply completing a loan form. Some stations have life jacket use requirements, so please contact participating locations for specifics.

Central Valley Low Income Housing Corporation (Homelessness Prevention)

Homelessness Prevention provides short-term, one-time rental and/or deposit assistance to qualifying households that meet all federal and local eligibility requirements. All households must undergo an application and review process through Central Valley Low-Income Housing Corp. Households that believe they meet eligibility requirements should contact Central Valley Low Income Housing for full details.

Homeless Prevention Program: Households must have documentation that they are imminently at risk of becoming homeless as defined by the U.S. Housing and Urban Development Department under the HEARTH Act. Household income must be less than 30% of the areas median income based on household size.

Emergency Solutions Grants (ESG) Rapid Re-Housing Program: Households must meet the definition of homelessness under Category one or Category four as defined by the U.S. Housing and Urban Development Department. Households may be single adults or families with children.

Households must be able to demonstrate the capability of being self-sufficient following assistance. Assistance is usually limited to less than three months. Households must be residents of San Joaquin County. Units assisted must meet FMR limits.

Child Abuse Prevention Council of San Joaquin County (CAPC)

San Joaquin County Child Abuse Prevention Councils (CAPC) mission is to protect children and strengthen families through awareness and outcome-driven programs delivered with compassion. CAPC is an agency dedicated to preventing child abuse, ensuring safety, and providing education and treatment for abused and at-risk children and abusive and at-risk parents.

The Child Abuse Prevention Council endeavors to achieve our goal of protecting children and strengthening families by employing four primary strategies:

  • Early Education services
  • Family Strengthening services
  • Clinical Services
  • Community Awareness and Education

Notably, CAPC offers a uniquely broad range of comprehensive services to meet the complex needs of families, resulting in superior wrap-around services. All CAPC staff are trained to identify each familys unique needs and ensure that the necessary case management & supportive services are identified and provided to them. Families who begin their journey through any of those case management services are also quickly linked to our early education program, to ensure their children can participate in an early education environment that provides consistency, nurturing relationships, and quality learning experiences, necessary to build resilience in the face of their family’s current challenges.

CAPC staff serve on multiple Task Forces in San Joaquin County, often in leadership roles.

Child Find of America, Inc.

For full requirements, call or email. Generally, the household must have at least one child under the age of 17 and the caller must have full custody to open a case.

Child Find of America, Inc. is a not-for-profit organization that provides professional services to prevent and resolve child abduction and the family conflicts that can lead to child abuse, child abduction, and runaways.

The free programs and services are available to children and families nationally. The 1-800-I-AM-LOST line connects callers to their in-house location staff who search for missing, kidnapped, runaway and abducted children.

Child Find’s Parent Help program provides services designed to defuse family conflicts that can lead to abduction, child abuse, and runaways, including crisis intervention, conflict management, safety planning, communication, parenting skill-building, and more.

Translators are available at no charge during the call for most languages.

City of Stockton Economic Development Department

City of Stockton Economic Development Department provides the following assistance to qualified low and moderate income City of Stockton residents:

The Housing Division administers programs that create housing opportunities for residents of Stockton through down payment assistance, emergency repairs, and neighborhood improvements.

Available Housing Programs:

  • Down Payment Assistance Program - designed to assist families with purchasing their first home. The City of Stockton works directly with the lender. Persons interested in the program should contact their lenders immediately to make sure they qualify.
  • Emergency Repair Program - designed to provide one-time emergency repair assistance to low-income property owners. Properties that have one owner over the age of 65 or with special needs may be eligible for a grant.
  • Housing Reconstruct Loan Program - provides money to low-income families to rebuild a house on the existing site only when repair costs are too high or cost more than new construction. Some restrictions apply. The Housing Reconstruct Loan Program is considered when the house does not qualify for the Housing Rehabilitation Program.
  • Housing Rehabilitation Program - designed to provide financial assistance to low-income homeowners in making substantial interior and exterior repairs to bring the property to California and local building code standards, as amended and adopted. Eligibility of participants is limited to owner-occupied, single-family homes or two units on a lot with one of the units occupied by the eligible owner. The property must be located within the city limits of Stockton.
  • Neighborhood Improvement Loan Program - designed for low-income homeowners residing in target areas, action team areas, and safe neighborhoods. Its purpose is to help homeowners make repairs due to City code violations and to assist qualified homeowners who wish to make repairs to their home but who do not qualify for the Citys regular Housing Rehabilitation Program. Funds can be used primarily for exterior improvements such as roof, painting, fencing and landscaping, along with water heater, plumbing, electrical, and sewer.

    Crisis Text Line

    Crisis Text Line serves anyone, English or Spanish, in any type of crisis, providing access for free, 24-hours per day 7 days per week. Support and information are available via text, Facebook Messenger, or WhatsApp.

    Text HELLO or HOLA to 741741 from anywhere in the US, anytime, for any type of crisis. A live, trained crisis counselor receives the text and responds immediately. The volunteer crisis counselor will help individuals move from a difficult moment (hot moment) to feeling better (cool moment). When an individual has reached a crisis counselor, they will introduce themselves, reflect on what the individual has said, and invite them to share at their own pace. Individuals will then text back and forth with the crisis counselor. Individuals do not have to share more than they are comfortable with.

    The Crisis Counselor will help individuals sort through their feelings by asking questions, empathizing, and actively listening. The conversation typically ends when the individual and the crisis counselor both feel comfortable deciding that theyre in a “cool,” safe place. The goal of any conversation is to get them to a calm, safe place. Sometimes that means providing the individual with a referral to further help, and sometimes it just means being there and listening. A conversation usually lasts about 45 minutes. All messages are confidential.

    Crisis Text Line works on all major US carriers and most minor regional carriers. However, shortcodes (like 741741) are not allowed on many prepaid plans like T-Mobiles.     Family Promise of San Joaquin County

    Eligibility:

    Families who are experiencing homelessness and have a child under 18 years old.

    Fees: None

    Family Promise of San Joaquin County offers up to a 90-day stay at their shelter to families with children experiencing homelessness in San Joaquin County. A rotational mode is used which means that every week their families will stay at a new congregation host site in San Joaquin County.

    Families must be vaccinated or comfortable taking a COVID test every Saturday while in the program. Drug and alcohol tests are administered, as well as background checks.

    The day center is open from 9:00 a.m. to 5:00 p.m., 7 days a week. At the day center, families can have access to bathing and laundry facilities. Families also have access to a quiet room, playroom, family room, and computers. Case management is offered to help support families in achieving goals, securing housing, and connection to resources in the community. Parenting, Financial Literacy, and Good Tenancy classes are also provided.

    Family Resource Center is a non-profit organization that focus on quality childcare services for all parents, childcare providers, and children of San Joaquin County and the surrounding areas and providing child development and parenting education, nutrition classes, and health and safety training.

    211 San Joaquin provides a 24/7 information and referral helpline for San Joaquin County. Call Specialists provide individuals with community resources to meet the health and human service needs of the callers.

    Gospel Center Rescue Mission (Recuperative Care)

    Eligibility:

    Release from hospitalization by doctor or surgeon, homeless.

    Fees: SSI, based on individual.

    Recuperative Care by the Gospel Center Rescue Mission serves homeless transitioning from a hospital to the care that a family member would provide if the client were recuperating at home. GCRM operates the only non-profit Recuperative Care Program in San Joaquin County.

    Gospel Center Rescue Mission (New Hope Family Shelter)

    Eligibility:

    Homeless and/or addicted women and women with children up to age 17. Each case is reviewed on an individual basis.

    Fees: None

    New Hope Family Shelter (NHFS) offers shelter and related services for homeless single women, women with children, and those with or without substance abuse problems.

    Programs within the NHFS provide counseling and processing, coping skills, parenting skills, anger management, boundaries, relapse prevention, ACE classes, chapel, budgeting/money management, nutrition, personal hygiene and job readiness. New Hope also features an 80/20 percent savings plan to help families save money for their own home.

    Hope Family Shelter (Project Hope)

    Eligibility:
    • Single parent with custody of at least one child or couples (must be married and have marriage certificate)
    • Must have birth certificate for children and social security cards for all family members entering program
    • No drugs/alcohol
    • Must pass a drug test

    Hope Family Shelter provides shelter for families who are homeless in the Manteca area. There is an application process involved for eligibility. Coordination of efforts for housing and employment is provided. Residents stay in a one-bedroom, fully furnished apartment (maximum stay is 90 days). Personal and family counseling is available along with case management. The shelter is part of Hope Ministries, Inc.

    Hope Family Shelter is part of "Project Hope." With individual and group counseling, residents are equipped with tools that help them become proactive in restoring their spiritual, emotional, occupational, legal, financial, medical and recovery health. Individual treatment plans cultivate self-respect, self-reliance and spiritual direction in order to strengthen families and empower success.

    one.Charter Elementary

    Eligibility:

    Children grade K-6 whose family lives in a shelter within San Joaquin County and are without permanent housing or are in transition.

    one.Charter Elementary is a kindergarten through sixth grade charter school. The school also serves children in transition or homeless children. The schools goal is to satisfy the physical, emotional and educational needs of children in San Joaquin County, using a strong academic program that includes standards-based education with a strong emphasis on literacy and math skills. Children are provided with breakfast, lunch, school supplies, clothing, and other necessities.

    Counselors, interns and a school clinician are available to assist children through traumas associated with neglect, abandonment, physical, emotional, and sexual abuse as well as homelessness, hunger, physical and educational issues. The school also serves as a resource center for all homeless youth in San Joaquin County.

    Optimal Hospice Inc. (Bristol Hospice - Stockton)

    Hospice services are available for those affected by any type of life-limiting condition.

    Bristol Hospice-Stockton works together with patients and their families to enhance quality of life. Hospice services are available for those typically affected by any type of life-limiting condition. By utilizing the most modern pain and symptom management techniques combined with a compassionate support system, hospice services help to reduce the overwhelming stress and anxiety that can come with caring for a loved one with a life-limiting illness at home or in a residency facility.

    Hospice Care Team: When the focus of medical care changes from cure to comfort, the Hospice Care team provides physical, emotional, practical, and spiritual support for the entire family. Hospice provides home visits by nursing staff, medical social services, therapy services, physician services, hospice aide, and volunteer services.

    Bereavement/Spiritual Counseling: Hospice also includes individual or group counseling. The professional team can provide individual counseling as well as offer regularly scheduled community groups. Hospice has developed the "Kids Grief Connection" for children experiencing the loss of a friend or a loved one, including a family member. All services are provided to the community free of charge.

    Raymus House (Hope Ministries, Inc.)

    Eligibility:

    Homeless single mothers with custody of at least one child. Must have birth certificate for children and social security cards for all family members entering program. No drugs or alcohol, must pass a drug test.

    Raymus House provides shelter for single mothers with their children. Each family has a fully furnished bedroom and shares the living areas and essential chores. Food is provided at no charge. Counseling is available for all residents, including addictive behavior, adult and children’s psychological counseling, and case management.

    Rite of Passage California Foster Families

    Rite of Passage California Foster Families is a private non-profit foster family agency licensed by the State of California to recruit, train and provide extensive services to foster/resource family homes. The goal is provide safe, ethical and loving homes for foster youth ages infant to 17 years. 24-hours per day, 7 days per week emergency support along with weekly home visits by a social worker with a masters degree are provided. In-home training for families is offered and reimbursement is given to all homes with children.

    Salvation Army (REACH)

    Eligibility:

    Must have a 48-hour or 15-day PG&E shutoff notice and be a resident of the city/locality in which you are seeking assistance.

    Fees: None

    Relief for Energy Assistance through Community Help (REACH) is designed to assist needy families with payment of their PG&E bills. It is administered through Dollar Energy Fund. Funds are available to pay only a late utility bill (no deposits). Families may receive assistance every 18 months until funds have been exhausted. Appointments must be scheduled. Walk-ins accepted.

    Salvation Army, Lodi (Hope Harbor Family Service Center)

    Eligibility:

    Homeless single men, single women, families or single parents with a child/children.

    Fees: None

    Hope Harbor Family Service Center provides emergency lodging, hot meals and clothing. Other programs and classes have been designed to assist clients in becoming more self-reliant and self-sufficient. Please call for more information.

    • Breakfast served on Sunday at 9:00 a.m.

    Salvation Army, Stockton

    Salvation Army, Stockton assists needy families with emergency food, clothing and furnishings when their homes have been destroyed by fire or any form of disaster or calamity. Salvation Army also provides assistance with paying for a PG&E bill through its Dollar Energy program. No requirements for the Youth Center.

    The Family Justice Center provides comprehensive and coordinated support to individuals and families affected by abuse, helping them to feel safe and supported as they navigate the process of seeking help and rebuilding their lives. Assistance, information, and resources are available to survivors. Please visit the website to see the numerous resources offered, and the many organizations with whom the Center partners to deliver services.

    Monthly events include:

    • "VOICES Chat" in-person support group for victims of domestic violence, human trafficking, and sexual assault
    • Art therapy classes for children
    • "Cooking Up HOPE" cooking classes

    All classes are free of charge and include supplies. Registration for classes is required and is available from the website.

    San Joaquin County Recorder-County Clerk serves as custodian of public records, recorder of real property documents, and notary public bonds. The office also issues and registers marriage licenses, vital statistics, and other public documents.

    The enactment of Senate Bill 1342 requires more documents be subject to the fee for the Real Estate Fraud Prosecution Trust Fund. The $8.00 Real Estate Fraud Prosecution Trust Fund fee will be applied to the documents listed below effective August 1, 2013. If any of these documents are recorded concurrently with a deed on which documentary transfer tax is paid the fee will not be applied to those documents.

    St. Marys Community Services exits to create pathways out of homelessness and poverty by offering essential daily services and supportive programs provided with respect and dignity.

    St. Mary Community Services serves 3 meals a day, 7 days a week, 365 days of the year to members of the community in need of nourishing meals. People experiencing homelessness are able to access hot showers, clean clothing, social services, medical and dental care, recuperative care, womens lodge, mens lodge, and family lodge.

    San Joaquin Homeless court is held on the last Friday of each month at 3:00 p.m. on the campus It allows individuals to clear up old traffic tickets, minor criminal charges and fines. Call the Resource Center for more information.

    Tracy Community Connections Center

    Tracy Community Connections Center (Tracy CCC) provides services and support to Tracy area homeless and those at risk of becoming homeless. Services include:

    TCCCs Navigation Center is open Monday through Friday from 9:00 a.m. to 4:30 p.m., and by appointment.

    Tracy Interfaith Ministries (Food Pantry and Clothes Closet)

    Low or no-income individuals and families (Tracy residents only). Must bring:

    Tracy Interfaith Ministries provides emergency food which is available Monday through Thursday from 10:00 a.m. to 2:00 p.m. Emergency clothing is also provided for residents in need.

    Tracy Interfaith Ministries offers a Families-At-Risk program, designed to assist a family through a one-time financial emergency. It provides emergency funds to help a family meet household costs when the family is faced with a temporary job loss, a medical emergency or other financial crisis.
