The City of Stockton's (Office of Violence Prevention) Operation Peacekeeper program is a partnership-based violence reduction strategy that employs respectful and direct communication with adults at highest risk of violence. The primary goal of Operation Peacekeeper is to reduce shootings, but it has also been shown to reduce recidivism among participants and improve community-police relations.

Operation Peacekeeper is an element of the City's Marshall Plan on Public Safety. The Marshall Plan Committee, comprised of members of the criminal justice system and community leaders, has been examining data related to Stockton's crime challenges and made the recommendation to implement Operation Peacekeeper, a program that was successful in Stockton in the 1990's.
