California Poison Control System (CPCS) is the primary source of poison information and treatment advice for all California residents. Specially trained pharmacists, nurses, toxicologists, and health care providers quickly answer calls to 1-800-222-1222 and are available 24 hours a day, 7 days a week, 365 days a year.

All calls are free, confidential, and language interpreters are available in over 200 languages. Callers receive personalized treatment advice and/or a referral for medical care. Free health education materials can be ordered at www.calpoison.org.

San Joaquin County Child Abuse Prevention Councils (CAPC) mission is to protect children and strengthen families through awareness and outcome-driven programs delivered with compassion. CAPC is an agency dedicated to preventing child abuse, ensuring safety, and providing education and treatment for abused and at-risk children and abusive and at-risk parents.

The Child Abuse Prevention Council endeavors to achieve our goal of protecting children and strengthening families by employing four primary strategies:

CAPC’s state-subsidized and Head Start programs create equitable opportunities for all children to experience high-quality, nurturing, and safe environments that ensure children’s safety, reduces the achievement gap, and promotes necessary brain development for successful learning throughout the child’s lifetime.

Early Education offers the following services:

  • Preschool/Children Achieving Maximum Potential (CAMP): Offering both state-subsidized and Head Start programs, the CAPC provides early education services in licensed facilities to more than 1000, 3 to 5 year-olds throughout San Joaquin County, including six unique sites in Stockton. Programs include both part-day and full-day options for families based on their needs, family size, and income. Priority is given to families with children at risk of abuse, neglect, exploitation, or who are homeless.
  • Infant & Toddler Care: Provided at four licensed facilities located throughout San Joaquin County, serving children 0 to 2 years old. The curriculum focuses on healthy attachment development through intentional and responsive care and is designed to focus on routines and experiences – allowing the unique demands of each individual child to be successfully met.
  • Home-Based Child Development Programs: This program offers in-home education services to 51 families with children between the ages of 0 to 3 and uses the Parents as Teachers (PAT) curriculum to support parents in becoming their child’s first teacher through weekly home visits that promote learning and healthy attachment, as well as a variety of planned group socializations.
  • Behavior Modification Services: Child Development Consultants provide behavioral support services to at-risk children ages 0 to 5 years old and their families, resulting in improved behaviors, parenting techniques and decreased need for intervention. These staff also offer Kindermusik classes for parents and children to enjoy together, focusing on healthy attachment and brain development through shared music experiences.
  • Crisis/Respite Care: No-cost crisis care and respite care for children birth through 12 years old. Respite Care program is the only one of its kind in San Joaquin County and funding for these services is very limited. This program provides quality care for children of families (regardless of income) who are not eligible for subsidized childcare, but are either required to participate in a treatment, care plan, or parent education class or are facing an immediate short-term emergency and have no other resource to turn to for childcare. CAPC also has a dedicated childcare space at the Family Justice Center and services are also provided at the San Joaquin County Courthouse for families engaging in official court business or accessing the self-help center.

Council for Quality Education and Care of Children (CQECC)

Council for Quality Education and Care of Children (CQECC) is to develop a comprehensive plan that promotes the development of quality child care in San Joaquin County through community education, collaboration, and advocacy.

It is the vision of CQECC to ensure:

  • High quality child care is affordable and accessible to children of all ages.
  • Parents have the information and skills needed to make sound choices and decisions about their childs education and care while they work or attend school.
  • Community members work together to accomplish and maintain our vision for quality care and education for children.

At the Council for Quality Education and Care of Children, members have an opportunity to:

  • Connect and network with individuals like themselves
  • Fulfill and accomplish goals for children and families and providers of Early Childhood Education
  • Advocate for families and providers in the outlying areas of San Joaquin County
  • Avail themselves to abundant resources for staff development

The CQECC is expected to act as a forum to address the child care needs of all families in the community as well as all child care programs. Local planning councils are required to work with a wide spectrum of local community members in addition to those connected with the welfare system in order to build a holistic, comprehensive child care system for all families. Delta Health Care is a private non-profit community-based organization dedicated to providing health, nutrition, wellness, breastfeeding, and health education outreach services to underserved families, women, adolescents, children and individuals in San Joaquin County, of the following:

  • School-Based Health Programs: Delta Health Care operates school-based health centers at Stagg and Edison High Schools. Doctors Hospital of Manteca (Growing Expectations)

Growing Expectations program is a hospital-based childbirth preparation class and a breastfeeding class that is offered to the community. A breastfeeding and maternal emotional support group is also available to all mothers regardless of the birth facility.

Please call (209) 239-8322 to inquire about the Childbirth Education class schedule and to register. The cost is $25.00. Classes take place from 9:00 a.m. to 4:00 p.m. on scheduled Saturdays. EA Family Services

Eligibility:

Foster parents must meet Resource Family Application requirements as mandated by State licensing. A full background and fingerprint process is completed on each applicant and must clear in order to be considered as a certified foster parent/home with Environmental Alternatives.

Fees: None

EA Family Services offers foster care to those in need of foster care placements, as well as training for those who qualify to become foster parents. Support systems are offered for foster families and children in placement. The agency provides transportation services for clients; i.e. visitation, court, counseling, camp.

A Transitional Housing Program is also offered for those clients 18 to 21 years of age. This is a great opportunity to help encourage and gain independent living skills by these young adults who have aged out of placement in foster care. Each client is provided a case manager to help navigate this new independent lifestyle.

Environmental Alternatives also hosts all children in placement within the agency one week per summer at their resort, Lake Francis in Dobbins, CA. This is a no cost event held yearly for each child ages 7 to 15 years old. Clients aged 16 to 18 years are encouraged to participate as camp counselors, where they receive training by senior camp staff. Many of their clients have gained actual summer employment at the camp, where a wage is earned as well as gaining work experience.

El Concilio California (FamilyWORKs (previously known as CalHEPP Program))

FamilyWORKs (previously known as CalHEPP Program) is helping to build stronger families through virtual and in-person home visiting. Help Me Grow Call Center provides developmental and social-emotional screenings of children from birth to 5 years old, makes referrals based on the childs needs and conducts follow-ups. Uses the Ages and Stages Questionnaire (ASQ), a nationally recognized model. Services provided by a Community Resource Specialist.

Family Resource Center (Home Visitation Initiative)

Home Visitation Initiative provides home visitation services for school readiness to families with children from birth to 5 years old. Includes following the Parents As Teachers (PAT) curriculum, enrolling families in the Raising a Reader family literacy program, administering child developmental screenings, and health insurance screenings. Family Resource Center (Resource and Referral Program)

Resource & Referral Program provides free workshops and trainings, a lending library, activity curriculum kits, community resources, and various other services to parents and providers. The program also provides childcare lists to licensed childcare providers for parents throughout San Joaquin County.

Family Resource Network (FRN)

Family Resource Network (FRN) provides information, referrals and supportive services to families raising children with special needs, as well as to professionals and college students. FRN does not diagnose disabilities and special needs. Some of the services include parent-to-parent support and referrals to community agencies that serve people with disabilities.

FRN has an extensive lending library. Resources include topics of interest for parents of special needs children and professionals who work with children (birth to 22 years of age). Individuals may check out books featuring information about special needs (i.e. autism, cerebral palsy, learning disabilities, etc.) by leaving the required $10 deposit to check out two items for three weeks. FRN serves San Joaquin, Stanislaus, Amador, Calaveras and Tuolumne counties.

FRN operates a Toy Lending Library to be used by families who have children 0 to 3 years old, who are participating in the CA Early Start Program. The Toy Lending Library is available Tuesday through Friday from 9:00 a.m. to 3:00 p.m.

La Leche League of Stockton and Lodi California

La Leche League provides information, counseling, and a support group for mothers who wish to breastfeed their infants. The mission is to help mothers worldwide to breastfeed through mother-to-mother support, encouragement, information, and education, and to promote a better understanding of breastfeeding as an important element in the healthy development of the baby and mother. Lilliput (Part of Wayfinder Family Services)

Eligibility:

For visitation services, must be referred by San Joaquin Child Protective Services (CPS). For support group, must be in process or an approved parent or kinship caregiver living in San Joaquin County. For post adoption services, must have adopted a child from San Joaquin County or currently residing in San Joaquin County.

Lilliput (part of Wayfinder Family Services) is licensed by the State of California as a foster family and adoption agency to provide permanent and adoptive homes to children in California’s foster care system. Lilliput partners with San Joaquin County to provide supervised visitation and support groups to recruit and train certified kinship, foster and adoptive families.

Macaroni Kid Stockton is a website published by a local mom that is dedicated to delivering the scoop on all the family-friendly events and activities happening in the community each week. Mary Graham Childrens Shelter (Walter Britten Visitation Center)

Eligibility:

Must have an open Children Services Bureau (CPS) case.

Fees: None

Walter Britten Visitation Center offers supervised visitation for non-custodial parents and their children. Visits can be arranged for evenings or weekends to accommodate parent work schedules. Visits will be one to two hours in duration. Visiting sites are child-friendly rooms or outdoor areas that have toys, books and games.

Medi-Cal Access Program (MCAP)

Eligibility:

Must meet the following criteria:

  • Pregnant
  • A California resident
  • Ineligible for no-cost Medi-Cal or Medicare Part A & Part B
  • No maternity benefits through private insurance, unless deductible or co-payment is more than $500 (for maternity services)
  • Meet income guidelines
Fees: Total cost is exactly 1.5% of adjusted annual household income after income deductions.

Medi-Cal Access Program (MCAP) offers low-cost health coverage for mid-income pregnant women. It has been designed for middle income families without health insurance and whose income is too high for no-cost Medi-Cal. MCAP is also available to those who have health insurance if their deductible or co-payment for maternity services is more than $500. If you qualify for MCAP, your baby is automatically eligible for enrollment in the MCAP Infant Program unless your infant is enrolled in employer-sponsored insurance or no-cost Medi-Cal. Parents by Choice Foster Family Agency offers recruitment, certification, and training to foster parents. A wide range of services are provided to support foster families and at-risk youth in our communities. This agency was started in 2006 by Tony Yadon, a social worker with experience in California’s foster care system.

Parents by Choice (Positive Parenting Program)

Positive Parenting Program offers free parenting groups designed to reduce stress and improve the atmosphere of the home. In this program, small groups of six to ten people meet each week for six weeks. Through these groups, skills and techniques will be taught to build on the knowledge the parent already has. A workbook, dinner and child care is offered at no-cost.

The Positive Parenting Program is recommended for parents, grandparents, step-parents, foster parents or guardians. Parenting groups are offered for the following: parents of children (0-12), parents of teenagers and parents experiencing divorce or separation (co-parenting). Groups are also offered in Spanish.

Planned Parenthood Mar Monte

Planned Parenthood Mar Monte provides confidential and low-cost services. Medi-Cal welcome. Day, evening and Saturday hours are offered.

Postpartum Support International (PSI) is a non-profit organization whose mission is to promote awareness, prevention and treatment of mental health issues related to childbearing in every country worldwide.

Pregnancy Connections Clinic

Pregnancy Connections Clinic is an open-access prenatal clinic serving pregnant people who are unhoused, using substances, and/or have been diagnosed with syphilis. This clinic is housed within the Family Medicine department at San Joaquin County clinic in French Camp. Funded by the CDC, Pregnancy Connections offers:

  • Patient-center prenatal care
  • Delivery services
  • Ultrasound exams
  • Medication for opioid use disorder

  • Transportation support

Pregnancy Help Center of Manteca offers free counseling, pregnancy testing, parenting classes, post-abortion counseling, referrals to other agencies, maternity and infant clothing, baby equipment, diapers, and formula to pregnant women who are in need. Services are available until infant reaches 12 months of age. Parenting classes are available, "Earn-While-You-Learn." In addition, mentoring and counseling services for young men are offered.

For advocacy services, must be a victim or survivor of domestic violence, sexual violence, human trafficking, or stalking. For parenting and anger management classes, you can be self-enrolled or mandated by the court (criminal or family) or CPS. For the Safe at Home program, must meet eligibility requirements.

Fees: Advocacy services are free. Classes require registration fee, plus per-class fee with paid-in-full discount available.

Right to Protect offers the following programs and classes to the community:

Rite of Passage California Foster Families

Rite of Passage California Foster Families is a private non-profit foster family agency licensed by the State of California to recruit, train and provide extensive services to foster/resource family homes. The goal is provide safe, ethical and loving homes for foster youth ages infant to 17 years. 24-hours per day, 7 days per week emergency support along with weekly home visits by a social worker with a masters degree are provided. In-home training for families is offered and reimbursement is given to all homes with children.

Safe Surrender Baby Program

Safe Surrender Baby Program provides an option for a parent to surrender a baby whom they might otherwise abandon in an unsafe place. The Safely Surrendered Baby Law establishes a procedure for the voluntary surrender of a baby within 72 hours of birth. Under this law, parent(s) can safely surrender their baby and be protected from prosecution for child abandonment. It does not require that names be given and allows the parent(s) at least 14 days to reclaim the baby. For Safe Surrender locations within California, please call the Toll Free Hotline.

SJCOE one.Choice is committed to providing a nurturing and caring learning environment for young parents while completing their high school education. Students learn to make healthy living choices and learn successful parenting techniques. The academic component of the program is designed to enable students to continue or complete their education, secure gainful employment, and develop skills needed to provide a safe and caring environment for themselves and their children. Childcare is available to all children of teen parents and is funded through Head Start. The students spend a portion of their day involved in caregiving at the childcare center. Transportation is also provided for students who have their child enrolled in Head Start.

San Joaquin County Office of Education (SJCOE) (SJCOE Roots of Readiness Home Visitation Program)

SJCOE Education Roots of Readiness Home Visitation Program offers parent educators the following services:

San Joaquin County Public Health Services (Black Infant Health Program)

Black and African-American pregnant and parenting women, age 16 years and older, and up to six months postpartum.

Black Infant Health is designed to encourage and support a healthy pregnancy, healthy newborn, and women’s health. Twenty group intervention sessions are provided (ten sessions prenatally, ten sessions postpartum), as well as complementary case management.

San Joaquin County Public Health Services (Child Passenger Safety Program)

San Joaquin Public Health Services operates a car seat program for individuals that need help with car seat installation or have received a citation. The importance of car seats are discussed, as well as laws, proper installation, different types of car seats, and general child passenger safety. Children from birth to 2 years old or less than 40 pounds must continue riding rear facing up to the maximum height and weight of their rear facing car seat (usually 40 pounds). Booster seats are required for children up to the age of 8 years old or 4 feet 9 inches tall.

San Joaquin Public Health Services offers the car seat inspections at no cost, Wednesday only; appointment and face coverings are required. The fitting station takes place from 10:00 a.m. to 2:00 p.m. at Public Health Services parking lot at 420 South Wilson Way in Stockton. This service is for individuals wishing to ensure that their car seats are correctly installed. Please call to schedule an appointment or to obtain additional information.

San Joaquin County Public Health Services (Nurse Home Visiting)

Eligibility:

Pregnant or parenting a child up to one year of age or parenting a child with special healthcare needs up to age 5 who resides in San Joaquin County.

San Joaquin County Public Health Services Nurses Home Visiting program provides education on issues relating to pregnancy and infant development. Assistance is provided in obtaining prenatal care and health insurance coverage.

Home visits are provided to pregnant women, women with high risk pregnancies, high risk infants, postpartum mothers, and for infants and children with special healthcare needs. Nurses provide parent education, case management, developmental screenings, and ensure families are connected to medical and social resources within the community.

San Joaquin County Public Health Services (Women, Infants and Children Supplemental Nutrition Program (WIC))

Women, Infants and Children Supplemental Nutrition Program (WIC) serves infants and children up to age 5, pregnant women, and women who recently had a baby. Fathers, grandparents, foster parents of young children and working families are welcome to apply.

Foster and Kinship Care Education (FKCE) is a program for current and interested caregivers in San Joaquin County. The program is designed to provide a quality education and support opportunities to caregivers of children and youth in out-of-home care so that these providers may meet the educational, emotional, behavioral and developmental needs of children and youth in the foster care system.

  • Orientations are held every Thursday evening (informational sessions)
  • Pre-Service classes are signed up through your social worker (after you fill out an application)

Healthy Beginnings provides pregnancy counseling and prenatal care to low-income women living in San Joaquin County. Classes and workshops are also available to teach infant CPR, general care of an infant, childbirth and parenting. Family planning counseling, emergency contraception and health maintenance of female reproductive organs are also provided. Healthy Beginnings accepts former and current alcohol and drug users. It refers high-risk patients to San Joaquin General Hospital.

Share Homes Family Services is a foster care and adoption agency established in 1987. The goal is to help abused and neglected children who have been removed from their birth family. Share Homes social workers recruit and train foster parents to provide temporary or long term foster care. Share Homes adoption license was received in 2002. Adoptive parents are recruited and trained to adopt children from the foster care system. The children must live in their potential adoptive home for at least six months as foster children prior to the adoption finalization.

To be eligible, applicants must meet the following requirements: single or married adults capable of providing a loving, caring and disciplined home environment for foster/adoptive children. Homes must meet licensing regulations and each adult needs First Aid/CPR, fingerprint clearance, DMV printout, etc.

New services are being offered which include court-ordered supervised visitation, counseling services for victim witnesses, and parenting classes.

Fees are required for fingerprinting, first aid/CPR, and DMV. Available on-call for after hours and on weekends.

Stockton Pregnancy Control Medical Clinic

Eligibility:

Fees: Vary; Medi-Cal accepted/Presumptive Medi-Cal.

Stockton Pregnancy Control Medical Clinic provides elective abortions up to 14 weeks. The fees vary depending on length of pregnancy and if anesthesia is chosen. In addition, the RU-486 pill, the Plan B pill, sonograms and pregnancy tests are available. Now accepting new patients for Family Planning Services which include birth control and PAP smears. Testing for STIs are also available for females and males. Walk-ins are welcome.

Stockton Unified School District (Families in Transition (FIT))

Families in Transition (FIT) was created to provide assistance to transitional families with issues of school enrollment. The program is designed to identify transitional children and provide appropriate community resources in order to achieve self-sufficiency for the families and enhancement in the education of the children.

Stockton Unified School District (SUSD) serves homeless families with children and unaccompanied youth who are residing within the boundaries of SUSD. Services are offered to students who are pre-k through 12th grade or until age 21 years old, if the student is completing a high school diploma.

The FIT program provides case management services to eligible students, youth, and their families. Based on a comprehensive assessment of need, FIT case management services may include:

  • Assistance with school enrollment
  • Mediate in dispute resolution
  • Assist in determining school of origin
  • Attendance monitoring
  • Advocate with school intervention plans or treatment goals
  • Provide transportation for students and youth to school
  • Enrollment of students into free lunch program
  • Tutoring
  • Back to school pack (includes uniform, shoes, school supplies)
  • Parenting workshop (collaboration with SUSD Parent Resource Center)

Stockton Unified School District (Family Resource Center)

Family Resource Center offers parenting classes and resources to families with Stockton Unified School District students. Parents and guardians of students at SUSD can participate at the district level Parent Advisory Committee. The role of the Parent Advisory Committee (PAC) is to advise, recommend, and review matters pertaining to the Local Control Accountability Plan and Local Control Funding Formula. There are two affinity groups: Latino PAC and African American/ Black PAC (AABPAC). Please contact the office for additional information.

Sutter Tracy Community Hospital (Breastfeeding Education and Supplies)

Breastfeeding education, lactation support, and breastfeeding supplies are available by appointment. Certified Lactation Consultants offer support to expecting and new moms needing information and support for successful breastfeeding of their child.

Sutter Tracy Community Hospital (Childbirth Education Classes)

Expectant parents; pre-registration is required. Currently only offered for those delivering at Sutter Tracy Community Hospital.

Childbirth Education Classes draw upon a variety of techniques. Childbirth instructor prepares expectant mothers and their partners for birth. The class includes instruction in relaxation and breathing to reduce the discomfort of labor, the partners role, what to expect upon admission to the department, possible medical procedures, medicated and non-medicated labor and anesthesia, postpartum and newborn care.

Tours of the Obstetric department are not yet being offered at this time.

Tau Chapter of Delta Kappa Gamma an International Society of Educators Stockton (Books for Babes)

Books for Babes is a community-based, early-literacy project initiated by TAU Chapter of Delta Kappa Gamma, an International Society of Educators in Stockton. The mission is to prepare children for success in school through early exposure to books and the spoken language so that these children may enter school with confidence and master grade-level reading by the third grade.

Books for Babes serves two local hospitals in San Joaquin County: St. Josephs Medical Center and San Joaquin General Hospital, where newborn babies are provided with babys first book. This special book, Rock-a-bye Baby Reader, includes passages to read to baby along with parent information focused on why it is important to read to baby from birth.

Books for Babes is funded by TAU Chapter, DKG fundraisers, community grants and individual donations. Books for Babes offers an opportunity for individuals to honor or celebrate friends or family members through donations to this early-literacy project. Donor labels are attached to books to honor individuals. Each donation is tax deductible.

Tracy Unified School District (Building Literacy Together)

Preschools enroll children living within Tracy Unified School District boundaries who turn four by December first and meet one or more of the high need criteria identified by First 5 of San Joaquin.

Triad Family Services

Triad Family Services provides training to approve homes for foster placement of abused and neglected children ages 0 to 18 years of age. Triad supplies monthly reimbursement for care of children placed in the foster home. Adoption services for our foster children are also availabe.
